Intersections

Have you ever noticed at an intersection how a pedestrian will do this half-run/shuffle across the street only to slow down to a leisurely walk by the time they’re halfway across the intersection? Why do they do that? I know that generally speaking they start the run/shuffle because the light is about to change and they want to make it across before they annoy or get run over by cars, but why do they give up halfway? It would make sense if they’re slowing down when they’re no longer directly in front of traffic that’s ready to go, but most of the time I see them do this, they’re slowing down right in front of the cars that are the most dangerous to them in the first place. It’s annoying to me being on a bike, but I feel bad for the cars because I’m pretty sure it pisses them off more.
